Puzzle # 270 - "The Wily Captain"

William Brown was the captain of the infamous pirate ship ‘The Black Swan‘. He was known for his devious schemes, often in his own favour and to the disadvantage of his own crew. One of the best examples of this situation was when William and his crew retrieved the treasure of the lost city of Atlantis. They found 32 gold coins which was a happy coincidence given that the crew consisted of exactly 32 pirates including the Captain.
William was not going to be satisfied with just one coin. According to the Pirates rule book (ironically pirates have rule books!), the Captain has the right to propose any changes but has no voting rights. The proposal will be passed only if more number of people support it than those opposing it. William knows his crew well enough to know that every one of them was as selfish as he and that if any pirate gets a higher share he will support the motion and if his share is lowered he will oppose the motion. If his share remains the same he would not bother voting. How can William end up getting a large chunk of the treasure?
