 1. too wordy, verbose or prolonged in length by use of too many words
2. (when referring to a speech or written matter) tiresome or boring
 USAGE EXAMPLE 1 :
 The prolix essay was eliminated from the competition.
 USAGE EXAMPLE 2 :
 He is prolix or circumspect, dogmatic or flexible, hard-line or moderate, consistent or otherwise as the political circumstance dictates.
